Brussels, Winter of 2013. Several social housing flats of Cité Volta have been vacant for nearly two years, pending renovation. A local collective called 'Leeggoed' ('empties') manages to occupy some of the flats with the intention of accommodating a number of persons who are either in a difficult financial situation or 'illegal' immigrants. The collective gets in touch with the public landlord, offering to sign a tenancy agreement; they promise to take care of basic maintenance and repair, and to vacate the premises as soon as renovation works start...
